As of 1 July 2004, NZ Lotteries
operates under the Gambling Act
2003.
NZ Lotteries’ Board consists
of five people appointed by the
Minister of Internal Affairs.
NZ Lotteries’ functions are:
To promote, organise and conduct
New Zealand lotteries (currently
Lotto, Instant Kiwi, Keno, Big
Wednesday and Bullseye).
To make rules regulating the
conduct and operation of New
Zealand lotteries.
To advise the Minister of Internal
Affairs on matters relating to New
Zealand lotteries.
The profits generated by NZ
Lotteries activities are passed to the
New Zealand Lottery Grants Board,
a completely separate organisation.
The Lottery Grants Board in turn
distributes funds for community
purposes throughout New Zealand.
As at 30 June 2012 there were 112

NZ On Air is an autonomous Crown
entity established in 1989 by the
Broadcasting Act.
A funding agency, NZ On Air was
created to promote NZ identity and
culture in broadcasting. Its diverse
activities range from bulk funding
Radio New Zealand and Access
radio, to supporting broadcast NZ
Music, to providing contestable
funding for a wide range of New
Zealand TV programmes.
The functions of NZ On Air are to:
reflect and develop New Zealand
identity and culture by promoting
programmes about New Zealand
and New Zealand interests, and
promoting Maori Language and
Maori culture
provide broadcasting funding for
New Zealand programming and
music on a range of public, private
and community broadcasters
ensure that varied programmes
are available for different
audience and tastes. Special focus
is made on prime time drama
and documentary programmes,
children’s programmes and those
for targeted audience including
ethnic, disabled, spiritual and
community minorities

in a completely deregulated postal
environment.
New Zealand Post is recognised
as providing one of the most
efficient and inexpensive postal
systems in the world. New Zealand
Post’s core business activities are
letter communications, banking,
express and logistics, as well as data
processing, and mail and stamp
production. Through the Electoral
Enrolment Centre the company
maintains the country’s electoral
rolls under a contestable contract
with the Ministry of Justice.
